Parents arrested for allegedly forcing their toddler to smoke marijuana

According to New York Daily-Two teenage parents from western New York are charged with forcing their toddler to smoke marijuana.

The Chautauqua County sheriff's office tells The Buffalo News that the incident happened Dec. 5 in an apartment in Mayville.

Authorities say 17-year-old Jessica Kelsey, 18-year-old George Kelsey and Jessica's 54-year-old father were present. All three allegedly helped or watched as the teen couple's 23-month-old smoked marijuana from a lighted bowl.

The three were arraigned Friday on charges of second-degree reckless endangerment and endangering the welfare of a child. They are being held in lieu of $10,000 cash or $20,000 bond.

The toddler and another sibling are in the care of Child Protective Services.No information on attorneys for the three was available.
